The Administrative Officer is responsible for establishing and managing the day-to-day administrative operations of the Country Office in Cambodia, ensuring efficient office management and compliance with organizational policies and local regulations. The role provides administrative, logistical, financial, procurement, and HR support to facilitate smooth office and programme operations.
Core Focus
This position combines office administration, logistics coordination, finance administration, procurement, HR administration, and office operations management to ensure the Country Office functions efficiently and in compliance with organizational standards.
- Office Establishment & Administration: Support the setup and operation of the Country Office, including office registration, compliance, facilities management, procurement of office equipment, and maintaining administrative systems.
- Office Operations & Logistics: Manage reception, correspondence, filing systems, travel arrangements, meetings, workshops, office supplies, inventories, contracts, visas, work permits, and vehicle administration.
- Administrative Support: Record meeting minutes and provide translation (Khmer–English) when required.
- Finance Support: Assist with petty cash, bank transactions, payment processing, accounting documentation, and programme bank account administration.
- Procurement: Coordinate and manage low-value procurement activities, ensuring compliance with procurement policies and maintaining complete procurement documentation.
- Human Resources Support: Coordinate with the regional HR team, manage leave and overtime records for support staff, and supervise the Driver and Logistics Assistant, including performance management.
- Stakeholder Coordination: Maintain effective communication with government authorities, service providers, banks, internal teams, and regional offices to support administrative operations.
- Other Duties: Provide administrative support to programmes and perform additional tasks assigned by the supervisor.
Education
- Bachelor's degree in Business Administration, Business Management, Administration, or a related field.
Experience
- Minimum 5 years of relevant administrative experience, preferably supporting ODA (Official Development Assistance), development programmes, projects, NGOs, international organizations, or multilateral agencies.
- Experience in establishing or supporting the setup of a new office or project is an advantage.
Knowledge
- Strong understanding of administration, finance, procurement, and office operations.
- Good knowledge of Cambodian administrative, legal, and regulatory requirements relevant to international organizations.
Technical Skills
- Proficient in Microsoft Office 365 (Word, Excel, PowerPoint, Outlook, Teams) and standard office software.
- Strong planning, organizational, analytical, and problem-solving skills.
- Excellent attention to detail and ability to manage multiple administrative processes.
Language
- Fluent in Khmer (spoken and written).
- Upper-intermediate (B2) proficiency in English (speaking, reading, and writing).
