The Recruitment Officer is responsible for executing the full lifecycle of the recruitment process to support the MFI’s business growth. The primary objective of this role is to ensure the timely and effective hiring of field staff. This role involves managing sourcing channels (Social Media, Job Boards, and HR Outsourcing), screening candidates, coordinating interviews with Branch Managers, and facilitating the onboarding of new hires to meet the institution’s manpower targets.
Sourcing & Talent Acquisition:
- Manage and lead recruitment process (Screening, shortlist, conduct interview, negotiate salary,
- process reference check or home visit, and process health check-up, etc.….)
- Execute the recruitment with strategic plan to meet monthly hiring targets
- Manage job postings on all channels, including Facebook Pages, Telegram Groups, LinkedIn, HR Outsourcing, and University notice boards
- Proactively search for candidates to fill urgent positions, especially for branch staff in the provinces
- Design and post the recruitment poster and implement the overall recruiting strategy
Screening & Selection:
- Receive and filter CVs to ensure candidates meet the specific requirements
- Conduct initial phone screenings to assess communication skills, attitude, and job interest
- Coordinate and schedule interviews between shortlisted candidates and Branch Managers or Line Managers
- Participate in the interview panel for specific roles to ensure quality selection
Onboarding & Documentation:
- Conduct Reference Checks (Employment and Personal) to ensure candidate background integrity
- Prepare "Offer Letters" and Employment Contracts for new hires
- Collect and verify all required documents for the personal file (National ID, Family Book, Criminal Record, Diplomas, Guarantor documents)
- Coordinate with the Training Unit to ensure new staff attend the orientation program.
- Prepare weekly and monthly recruitment reports (CVs received vs. Staff hired) for the Unit Manager.
- Perform additional tasks as assigned by the HR Unit Manager and Head Department
- Bachelor’s Degree in Human Resources, Business Management, Law, or a related field.
- At least 1-2 year of experience in HR Recruitment (Experience in the MFI/Banking sector is a strong plus).
- Knowledge of recruitment channels in Cambodia (social media, Job Boards).
- Understanding of the Cambodia Labor Law.
- Good computer literacy (Microsoft Word, Excel, PowerPoint).
- Good command of Khmer and level of English for reporting.

- Patience & Perseverance: Recruitment can be stressful; the candidate must be able to handle rejection and keep searching.
- Organization: Ability to track hundreds of CVs without losing data.
- Good organizational and time management skills
- A strong desire to work in a team and deal with challenges.
