We are looking for an HRM who respond for developing strategic and plan align objective and goal both short and long term. To advice, manage, monitor, coaching, and orient to subordinate and new staff on time and boost for high performance which lead to achieve goal. Beside that HRM also need lead HR Department to be smoothly operate related to recruitment, benefit administration, labor law complies, training and development, employee relation, policies and guideline development or amendment, performance management, and solving management and employee’s issue.
1. Recruitment & Talent Acquisition:
• Lead the recruitment strategy to meet the institution’s expansion plan, specifically for BM (Branch Manager), DBM (Deputy-Branch Manager), Credit Officers (CO), and other key roles at Head Office.
• Manage the full recruitment cycle: job posting, screening, interviewing, and selection.
• Build a talent pool and network with universities to ensure a steady pipeline of candidates.
2. Compensation & Benefits (C&B):
• Review and process monthly payroll, ensuring accuracy in overtime, incentives, and bonuses
• Organize, coordinate, and manage the performance management (Probation and annual performance
appraisal) and guide on HR technical to other departments for boosting staff reach peak performance
• Scanning and collecting all necessary data to benchmark such as wage, benefits, and working environment
from other MFIs or Bank for developing any key inadequate of internal practice and reduce turnover rate by
proposing to top management
3. HR Operations & Compliance:
• Ensure all HR practices strictly comply with Cambodian Labor Law and NBC regulations.
• Manage employment contracts, personnel files, and the HR Management System (HRMS) to ensure data
accuracy.
• Oversee NSSF registration, Seniority Indemnity payments, and Taxation on Salary (ToS).
• Handle staff movements (Transfer, Promotion, Demotion) and resignation/termination processes.
4. Performance Management:
• Assist Branch Managers and Line Managers in setting staff KPIs and conducting performance reviews.
• Coordinate the annual and mid-year Performance Appraisal (KPI) process.
• Maintain of the Human Resources Information Data (HRID) in the mean of confidentiality, security, and
respond to all require from any panels
• Timely update of personnel records (personal details, position, salary, appraisal outcomes, leave records,
training & awards etc.)
5. Team Management:
• Conduct orientation related to Company’s background, HR Policies and other related to all new staff and
ensure them get most understanding and strengthening internal practice
• Make sure of adequate of On-Job-Training to HR Team and identify on areas to be improve
• Identify key and specialty skills and propose for training needs for internal and external to improve and
develop staff competencies
6. Employee Relations & Discipline:
• Act as a bridge between management and staff to resolve conflicts and grievances.
• Conduct investigations into disciplinary issues (fraud, policy violations) and issue warning letters in accordance with internal policies.
• To consult and provide key solutions to staff related to KC’s Policies, Guideline, and Procedure
• Promote a positive working environment and organize staff engagement activities.
• Prepare weekly and monthly HR reports for the Head of Department.
• Other Tasks is assigned by CEO
• Bachelor or Master Degree in Human Resource, Management, Law, Business Administration, Banking and Finance or related filed
• Minimum 5 years’ experiences in HR and at least 3 years as Management Level. Experience with MFIs or Banking sector is preferable
• Strong proficiency in Microsoft Office (Excel formulas, PowerPoint), Email and HR Systems must require
• Deep understanding of Cambodia Labor Law, Tax Law, and NSSF regulations.
• Knowledge of NBC regulations related to governance and HR is an asset.
