The Deputy CEO will serve as the strategic right hand to the CEO. This role has two primary principles:
- Operate: Oversee the daily business, financial, and administrative operations of the existing facility, ensuring it remains the gold standard for pediatric care in Cambodia.
- Build & Launch: Lead the project management, commissioning, and operational setup of the new branch, ensuring the facility opens on time, on budget, and fully compliant with international safety standards.
A. Operations Management
- Revenue & Finance: Oversee hospital revenue cycles, billing transparency, and expense control. Optimize patient flow to reduce waiting times while maximizing bed occupancy.
- Patient Experience (Non-Clinical): Manage all non-medical touchpoint reception, billing, security, and housekeeping. Ensure the "Hospitality" standard is met from the moment a parent walks in.
- HR & Staff Retention: Implement retention strategies for nurses and support staff. Handle administrative HR issues so that the Medical Director does not have to mediate disputes among non-clinical staff.
- Procurement: Streamline the supply chain for medicines and consumables to prevent shortages and reduce waste.
B. Strategic Expansion
- Construction Project Management: Act as the owner’s representative in meetings with architects, contractors, and engineers. Ensure the construction stays on schedule and aligns with the medical workflow requirements set by the CEO & Medical Director.
- Regulatory Compliance: Handle all government licensing, fire safety permits, and Ministry of Health approvals required to open the new facility.
- Commissioning & Procurement: oversee the purchasing and installation of heavy medical equipment (X-Ray, Lab, ICU setups) for the new site.
- Go-to-Market Strategy: Develop the launch marketing plan to ensure the Sen Sok branch has patient volume from Day 1.
- Education: Master’s Degree in Business Administration (MBA), Hospital Administration, or Project Management.
- Experience:
- Minimum 6-10 years in a senior management role.
- Crucial: Experience in Hospitality Management OR Construction/Project Management is highly preferred.
- Proven track record of opening new business units or managing multi-site operations.
- Language: Fluency in Khmer and English is mandatory. (Chinese is a plus).
- Soft Skills:
- High emotional intelligence to work alongside senior doctors.
- Strong negotiation skills (for dealing with construction contractors and suppliers).
- "Servant Leadership" mentality—understanding that their job is to support the medical team.
