We are seeking a highly capable Administrative Officer to join our team. In addition to handling daily administrative and HR tasks, this role is responsible for basic IT operations and full-cycle supplier management, ensuring that the company’s administrative support system operates efficiently and in full compliance with local regulations.
I. Administration & Human Resources
- Local Staff Management: Manage the recruitment, training,attendance tracking, onboarding, and offboarding processes for Cambodian employees. Calculate monthly salaries and handle contributions to the National Social Security Fund (NSSF) in accordance with Cambodia’s Labor Law.
- Expatriate Compliance: Assist with work permit applications, visa extensions, and business visa quota applications for Chinese employees.
- Logistics & Facilities: Maintenance dormitories, canteen services, vehicle dispatch, and office environment management; reconcile administrative expenses with the accounting department; maintain company seals, archives, and important documents. Government Liaison: Act as the primary point of contact for government agencies (e.g., Ministry of Labor, Immigration Department, Ministry of Commerce) regarding annual inspections, license renewals, and compliance matters.
II. Support & Network Management
- Network & Equipment Maintenance: Perform routine inspections and basic troubleshooting for the company’s internal network, Wi-Fi, and CCTV systems. Coordinate with external IT vendors to ensure stable network operation.
- Asset Management: Install, configure, maintain, and manage the disposal of office equipment (computers, printers, projectors, telephone systems). Maintain an accurate asset inventory.
- Software & Account Management: Assist staff with setting up corporate email accounts and software permissions. Perform routine data backups and antivirus updates to ensure information security.
- Procurement: Procure network equipment and computer accessories as needed, controlling related costs.
III. Supplier Management
- Supplier Sourcing & Vetting: Identify, assess, and conduct site visits for potential suppliers in areas such as office supplies, vehicle rental, maintenance services, IT equipment, cleaning, and security services.
- Contracting & Cost Control: Lead negotiations with suppliers, execute service/purchase contracts, conduct regular market price comparisons, and drive cost-saving initiatives.
- Performance Monitoring: Monitor service delivery quality, address supply issues or service breaches, and establish a supplier evaluation mechanism. Conduct regular performance reviews.
- Payment & Record Keeping: Verify supplier invoices, initiate payment requests, and maintain a well-organized supplier database and contract filing system.
IV. Translation & Communication
- Draft and translate Chinese-Khmer bilingual documents. Facilitate daily communication between Chinese management, Cambodian employees, suppliers, and government agencies.
- Nationality & Language: Cambodian-Chinese, Cambodian national, or Chinese national currently residing in Cambodia (with a valid work permit). Must be fluent in both Chinese and Khmer (listening, speaking, reading, and writing), with the ability to independently translate documents and interpret during meetings.
- Education & Experience: College degree or above. At least 1 year of experience in an administrative or general affairs role. Candidates with experience in IT support or supplier management are highly preferred.
- Professional Skills: Familiarity with Cambodia’s Labor Law, NSSF contribution procedures, and work permit application processes for foreign employees.
- Basic knowledge of networking and the ability to independently troubleshoot common computer, network, and peripheral issues. Proven ability to source suppliers, negotiate contracts, and manage supplier relationships.
- Familiarity with vendor management and office operations in Phnom Penh
- Proficient in Microsoft Office Suite (Word, Excel, PowerPoint).
- A valid Cambodian driver’s license is a plus.
- Personal Attributes: Strong organizational and problem-solving skills, high sense of responsibility, ability to handle multiple tasks simultaneously, and excellent cross-cultural communication skills.
