The primary objective of the role of the Terminal Manager is to ensure that a High quality service delivery is provided by the Phnom Penh Dry Port to its customers. Manage the Coordination and facilitation of the train loading and unloading, terminal documentation, customer documentation, shipping and stevedoring documentation. The Terminal Manger also assists with the review of policies, procedures, work instructions, risk assessments, training and statistical reporting and compliance to RR and International Standards. Working closely with Customs and Cam-control, the storage and handling of containers, ensure quick turnaround of road trucks. Oversee the rental of the warehouses and ensure the occupiers work to the standards of RR.
- Promote a positive safety culture throughout all levels of the business and operations
- Mentor and encourage employee consultation programs that add value to site safety, health, risk management, environmental compliance and quality
- Participate in annual rail safety, SHREQ and external audits of all RR locations and operations
- Participate in train, rolling stock, safety compliance and environmental audits
- Load and unload containers from the train at Phnom Penh Dry Port
- Ensure the forklifts and reach stackers are fueled and maintained
- Ensure the shipping line, customer and train documentation is completed in a timely manner
- Manage accident and incident investigations and ensure that appropriate follow up actions are taken
- Audit container numbers and container dwell times and ensure the security of the containers during loading and unloading and during storage
- Manage the security of the site and ensure there is no theft of container products and no unlawful entry to the site
- Ensure sufficient wagons are provided to the site for the loading and unloading of customer containers
- Ensure Customs officers and Cam control officers are available for the inspection of all customer containers and ensure all necessary paperwork is completed
- Plan, implement and oversee the work of staff members to ensure efficiency and compliance with organizational requirements and company procedures
- Monitor and direct all dispatching activities, including tracking, routing and dispatching transportation vehicles
- Conduct ongoing safety audits, meet with individual staff members, attend company safety meetings and participate or direct other work activities designed to promote work safety and encourage continuing education among staff members
- Implement changes to transportation services, policies or scheduling as needed
- Ensure staff members fully and consistently comply with safety rules, administrative procedures and policies, environmental policies, union contracts and government regulations
- Initiate and direct investigations to resolve shipper or customer complaints and verify their authenticity and accuracy
- Collaborate with staff members and fellow managers to create, modify and implement goals, procedures, policies and objectives when the opportunity presents itself
- Establish and conduct monthly, quarterly or annual employee training sessions on a variety of subjects, including quality improvement, hazardous material handling.
The Terminal Manager assist with:
- Providing optimum customer service to Phnom Penh Dry Port Customers
- Ensure that trains and wagons are shunted and examined and fit for transit
- Loading and unloading of customer containers
- Ensuring that the sites security ensures the integrity of customer containers and products
- Ensures that all equipment and materials are received and are correctly stored and used and recorded as required in RR's SMS
- Determine and developing safety in the workforce
- Promote a culture that emphasizes quality, continuous improvement, and high quality performance.
Essential Personal Attributes:
- Diligence, honesty and safety awareness
- Cambodian and English language
Qualifications Required or to be achieved:
- Minimum 5 years’ experience in a supervisory role
- Qualified in reach stacker and forklift operations
Level of Authority:
- As per the Delegations of Authority Manual
Description of Position Responsibility:
- Ensuring compliance to RR’s SMS
- Ensuring the RR rolling stock is fit for purpose
- Ensure that containers are loaded and unloaded correctly on the train
- Ensuring the RR, shipping company, customer and port documentation is correctly filled in and forwarded in a timely manner
- Ensuring zero LTI’s in the workplace
- Promoting safety and quality in the workplace
Special Conditions:
- Required to work extended hours, on shifts, weekends and Public Holidays as required.
