The Chief Financial Officer (CFO) is responsible for leading and executing the financial strategy and driving the efficient operations in line with Bank’s strategic vision and mission. As a member of the Executive leadership, the CFO provides advice to EXCO and management on the development of strategic direction and policies and procedures and ensures the accuracy and integrity of all financial information in accordance with International Financial Reporting Standards and maintains compliance with all regulatory requirements.

Strategy Planning

• Contribute to and participate in key decisions of the Executive Committee to drive the strategic plan in line with BANK’s vision and mission
• Provide senior leadership with advice on the financial implications of existing business activities and the impact of new initiatives and regulatory developments.
• Advise the Board of Directors on matters relating to Audit and Finance Committee, Board Asset and Liabilities Management Committee and the Social and Environment Committee
• Maintain strong positive relationships with all members of the management team and all stakeholders, including representing BANK externally with customers, lenders and regulators
• Seek, evaluate and implement appropriate and cost effective investments in all areas area of BANK’s operation, and develop performance measures in line with company's strategic direction
• Design and implement the annual operating budgets and financial and fundraising strategies, including preparing annual budget plans and five-year strategic planning
• Coordinate and facilitate with all stakeholders to define business and system requirement for new system implementation or existing system enhancement,

Operational Management

• Direct and oversee all aspects of the Finance & Accounting functions, including but not limited to:
• Timely and accurate financial reporting, analysis, budgets, financial trends and forecasts
• Provide recommendations to strategically enhance financial performance and businessopportunities, working alongside business departments to ensure that departmental and branchreporting supports high quality decision making
• Develop and maintain reporting which is fully compliant with international financial reportingstandards and meets the requirements of all regulators, including the National Bank of Cambodia,General Department of Taxation and other relevant agencies.
• Oversight of the Procurement function to ensure that process is robust, with a high level ofintegrity and transparency.
• Direct and oversee all aspects of the Treasury functions, including but not limited to:
• Overall Asset and Liability Management, including overseeing financial, liquidity and foreignexchange risk management
• Funding and Liquidity management, ensuring the optimization of the funding costs whilstminimization of the financial risks
• Capital planning and investment strategic development, to reduce BANK’s cost of funding andgenerate increased return on liquidity
• Develop and maintain strong professional relationships with lender and other stakeholders
• As a chair of the ESG Committee, develop the strategic framework for Environment, Social and Governance leadership and drive the development and implementation of policies, procedures and transparent reporting
• As chair of the CSR Committee, lead the Corporate Social Responsible activities and engagement across BANK’s staff and impact partners in line with the CSR strategy

• Bachelor’s degree in accounting, banking and finance or business management. Professional accreditation, or significant progression towards accreditation of ACCA, CPA or CA, is highly preferable
• At least 10 years’ experience and with at least 7 years at a management level,
• Excellent leadership, organizational, and transformation skills with a strong results-oriented approach.
• Excellent interpersonal skills and cross-cultural sensitivity, with the ability to present ideas in business friendly and user friendly language,
• Excellent written and spoken English. Chinese is an advantage
• Deep understanding of Cambodian Accounting Standards (CIFRS) and the Banking Regulations under the National Bank of Cambodia (NBC)
• Excellent decision making capabilities and team management, with the ability to motivate and create a collaborate environment,
• Meticulous approach to analysis, evaluation and problem solving with a high level of attention to detail
• Strong analytical skills with the ability to construct business models and write business plans with financial projections.
