The Commercial Finance Manager is the primary execution and analytical resource within our commercial finance function. Reporting directly to the Commercial Finance Controller, this role is responsible for building and maintaining project financial models, tracking project costs and cashflows, supporting pricing and revenue governance, and preparing the analytical outputs that drive commercial decisions across the development portfolio. This is a hands-on role with broad commercial exposure. The Commercial Finance Manager works closely with project, sales, and operations teams on a day-to-day basis, and supports the Commercial Finance Controller in delivering the function’s full mandate — from investment analysis and cost control through to pricing governance and project funding assessment. The Commercial Finance Manager reports to the Commercial Finance Controller.
Specifically, this position will focus in the following areas, in order of priority:
Financial Modelling & Investment Analysis: 25% of total work
- Build, maintain, and update detailed project financial models covering revenue, costs, financing, and returns (ROI, IRR, NPV, equity multiple) for all active and pipeline development projects.
- Prepare financial feasibility analyses for development projects, including scenario and sensitivity modelling under base, upside, and downside assumptions.
- Update project models on a regular basis to reflect changes in sales pace, cost estimates, construction timelines, and financing terms.
- Prepare investment analysis summaries and presentation materials for review by the Commercial Finance Controller prior to submission to the Finance Director.
- Support financial due diligence on new acquisitions, compiling market data, benchmarking returns, and flagging financial risks for the Controller’s review.
- Track actual project investment performance against feasibility benchmarks and prepare variance commentary for management reporting.
Project Cost Control & Reporting : 25% of total work
- Maintain project budgets and cost tracking files for all active development projects, recording committed costs, actual expenditure, variations, and projected final costs.
- Prepare monthly cost-to-complete (CTC) reports for each project, reconciling actuals against budget and flagging variances for review by the Commercial Finance Controller.
- Liaise with the project management and quantity surveyor (QS) teams to obtain updated cost information, review contractor claims, and validate variation order requests.
- Compile supporting documentation and analysis for the Controller’s review of contractor claims, variation orders, and cost escalations.
- Maintain a centralized cost control register across all projects, ensuring consistency of format, assumptions, and data integrity.
- Assist in identifying cost-saving or value engineering opportunities by analyzing cost breakdowns and comparing against benchmarks or prior projects.
- Prepare project cost data for submission to the Corporate Finance Controller for inclusion in entity-level financial statements.
Cashflow Tracking & Funding Analysis: 15% of total work

- Monitor and reconcile actual project cashflows against forecasts on a monthly basis, updating projections to reflect changes in project progress, sales pace, or cost timing.
- Identify and flag project-level funding gaps or surplus cash positions, preparing clear analysis of timing and quantum for the Controller’s review.
- Compile data and prepare draft funding options analysis, including equity, debt drawdown, and pre-sales acceleration scenarios, to support the Controller’s recommendations to the Finance Director.
- Maintain a consolidated project cashflow dashboard, keeping it updated monthly for use by the Controller and Finance Director.
- Assist with lender reporting requirements where project finance facilities are in place, including drawdown requests, progress reports, and covenant tracking schedules.
Pricing, Leasing & Revenue Tracking: 10% of total work
- Maintain up-to-date unit price lists, pricing schedules, and floor/stack pricing matrices for each project, ensuring alignment with approved pricing frameworks set by the Commercial Finance Controller;
- Track and record all discount approvals against the discount authority matrix, maintaining a complete and accurate discount log for each project
- Review discount requests submitted by the sales team and prepare a financial impact assessment (margin and return impact) for the Controller’s approval review.
- Support the review of lease proposals for commercial or mixed-use components, compiling financial analysis of lease terms, rent-free periods, and yield impact for the Controller’s assessment
- Ensure all pricing and leasing decisions are accurately recorded and reflected in project revenue models and financial forecasts.
Commercial Planning & Performance Reporting: 20% of total work
- Assist in preparing the annual budget and quarterly forecasts for all active and pipeline development projects, compiling data and building draft models for the Controller’s review;
- Prepare monthly project financial performance reports — covering gross margin, cost variance, sales performance, and return tracking — in line with the reporting timetable set by the Controller;
- Maintain and update the commercial assumptions underlying each project — pricing, sales pace, absorption rates, and phasing — as directed by the Controller;
- Compile and organize commercial finance data for inclusion in board or investor reporting packs prepared by the Controller and Corporate Finance team;
- Support ad hoc financial analysis, scenario modelling, and business case preparation as requested by the Controller or Finance Director.
Business Partnering Support: 5% of total work
- Liaise with project, sales, and operations teams on a day-to-day basis to collect financial data, align on assumptions, and resolve queries.
- Present financial data and analysis clearly to non-finance colleagues, helping teams understand project financial performance, cost positions, and pricing impacts.
- Participate in project and sales team meetings as the commercial finance representative, flagging financial risks or opportunities identified through ongoing tracking.
- Support the Commercial Finance Controller in preparing materials for senior management reviews and board meetings.
Education & Experience
- Bachelor’s degree in finance, Accounting, Economics, or a related field (required).
- Professional qualification in progress or completed: CFA, CMA, ACCA, CPA, or equivalent is an advantage.
- Minimum 5–8 years of finance experience, with at least 3 years in a role focused on commercial, project, or real estate finance.
- Solid hands-on experience in financial modelling — able to build and maintain multi scenario project models independently.
- Experience in project cost tracking, budget management, and cost-to-complete reporting within a property developer, construction firm, or infrastructure group.
- Good working knowledge of IFRS, particularly revenue recognition (IFRS 15) and its application in property development;
- Familiarity with Cambodia’s tax framework (corporate tax, VAT, WHT) is an advantage.
- Strong analytical skills with high attention to detail and accuracy.
- Clear communicator — able to present financial information and analysis in a structured, concise manner.
- Proficient in Microsoft Excel; experience with ERP or financial systems is an advantage.
- Ability to manage multiple workstreams and meet reporting deadlines in a fast-paced development environment.
