• Implement Quality & Environmental Management System (QEMS) at site with a focus on MEP related works.
• Ensure MEP works meet project-specific quality and environmental objectives and targets.
• Ensure compliance with MEP codes, regulatory requirements, and other applicable standards throughout the construction lifecycle.
• Review MEP scope of work and assess contractors’ Gantt chart to ensure related milestones are achievable.
• Evaluate and monitor contractors’ QA/QC plans, method statements, and materials specifications related to MEP work.
• To coordinate with MEP consultants on seeking drawing clarification.
• Follow up with contractors to rectify deviations in MEP works and systems to ensure corrective actions are in place.
• Recommend preventive measures and propose practical QA improvements to enhance quality control for MEP work.
• Identify and resolve any MEP drawing discrepancies proactively to avoid rework or work abortion.
• To liaise with MEP work related Authorities for inspection (i.e. EDC, PPWSA, MOE).
• Participate in design value engineering with consultants to offer cost-effective and innovative MEP solutions.
• Supervise and coordinate MEP works on site to ensure timely delivery within the approved quality, design, and cost. 
• Conduct construction quality awareness training related to MEP works for contractors and sub contractors.
• Monitor the installation of all MEP systems including electrical, plumbing, fire protection, HVAC, ELV systems, lift system and etc.
• Witness pressure testing, water flow testing, insulation works, and commissioning.
• Raise NCR for deviation of product and process versus specification quality plans and defined workmanship criteria.
• Implement all policies, activities, procedures, instructions as relevant and required by the Quality, Environmental, Safety & Health Management System (QESHMS).
• Ensure compliance to relevant statutory requirements at all times, including QESHMS in line with ISO 9001, ISO 14001, and ISO 45001 standards, International Standards, local regulations, code of practices, and legal requirements.
• Monitor and manage worksite safety and health risks, especially during structural stage and critical zone throughout the project lifecycle.
• Identify risks and opportunities in MEP works and implement control measures or recommend design adjustments as necessary
• Escalate any disputes and critical non-compliance to the Consultants.
• Support validation of as-built records, T&C reports and O&M Manual.
• To conduct Pre-Delivery Inspection (PDI) for completed projects
• To ensure that defects are attended and closed by Contractor throughout Defects Liability Period (DLP).

Qualification

Diploma or Degree in M&E or equivalent Registered Professional Engineer qualification preferred

Experience

Minimum 8 years working experience in a related field Knowledge in HVAC, water supply, fire protection, electrical distribution, and ELV/ICT systems. Experience in high rise building and housing would be an added advantage

Technical Skills

Possess knowledge and/or familiar with Quality & Environmental Management System, Schedule Waste Management, Environmental Aspect Impact and Environmental Legal & Other Requirement. Knowledge in QESH Management, HIRARC, ESH legal & other requirements and EHS practices. Proficiency to read SLDs, layout plans, and coordinated services drawings. Experienced in witnessing T&C procedures, pressure testing, insulation, earth testing, and equipment commissioning. Familiar with coordinated installation reviews (with structural and architectural systems), especially in high-rise or mixed-use developments.
