- Manage locomotive / wagon maintenance so as to provide sufficient resources to meet customer needs and within agreed budget
- Manage and report on contractor maintenance performance in accordance with the contractor’s competencies
- Prior to the commencement of new operations, coordinate and facilitate pre-acceptance audits to determine ‘fit for purpose’ equipment
- Manage the collection and compilation of data relating to rolling stock performance and other agreed KPI’s
- Manage the recovery of rail safety incident and accident recovery on all RR rail services
- Hand-on supervision of all workshop activities, especially technical issues. Forecast and order spare parts for specific jobs/special job or for stocks replenishment. Supervise and follow up on actual progress of each individual repair job
- Manpower management plan: Rosters, Training plans, Performance reviews on-the-job training as well as coaching and mentoring to mechanics and workshop employees
- Develop and promote the RR SMS by ensuring that risks are identified, eliminated, mitigated or managed so far as is reasonably practicable
- Participate in train, rolling stock, safety compliance and environmental audits
- Daily operations report, Weekly performance summary, monthly and Incident reports ensure that appropriate follow up actions are taken
- Ensure optimal: Space utilization, Locomotive/Equipment availability
- Preventive maintenance coordination
- Responsible for the implementation HSEQ standard within RR
- Support and full comply with Company and Departmental policies
- Manage all issues relating to any area of operations or personnel management referred by a peer or subordinate
- Promote a positive safety culture throughout all levels of the business and operations
- Mentor and encourage employee consultation programs that add value to site safety, health, risk management, environmental compliance and quality
- Participate in annual rail safety, SHREQ and external audits of all RR locations and operation
- Manage workshop operations (inspection, repair, overhaul)
- Implement maintenance systems (PM, CM, L2–L6)
- Ensure fleet availability and reliability
- Enforce safety and regulatory compliance
- Manage workforce and technical teams
- Control inventory and spare parts
- Manage workshop budget and costs
- Maintain workshop infrastructure and equipment
- Produce KPI and operational reports
The Workshop Manager, manages the workshop in order to:
- Provide the optimum output from the workshops and its employees.
- Ensure that all projects and maintenance tasks are performed on time and on budget.
- Ensures that all equipment and materials are received and are correctly stored and used and recorded.
- Determine and developing safety in the workforce.
- Ensure that employees participate in competency base training.
- Promote a culture that emphasizes quality, continuous improvement, and high-quality performance.
- Ensure adherence to Cambodian regulations, MPWT requirements, and PPP agreements.
- Degree in Mechanical/Electrical/Railway Engineering
- 10–15 years railway or heavy industry experience
- 5+ years in management role
- Experience with diesel locomotives and freight wagons
