Job Summary

Introduction

The Royal Government of Cambodia (RGC) began implementing the Public Financial Management Reform Program (PFMRP) in 2004 with the aim of improving Cambodia’s public financial management system to meet international practices. The reform has been executed in four stages and four phases, under the leadership of the Steering Committee for Public Financial Management Reform, chaired by His Excellency Dr. Aun Porn Moniroth, Deputy Prime Minister and Minister of Ministry of Economy and Finance. As part of this reform, the Financial Management Information System (FMIS) Project has been implemented by the FMIS Project Management Working Group under the vision and guidance of His Excellency Dr. Hean Sahib, Secretary of State of the Ministry of Economy and Finance and Chairman of the FMIS Project Management Working Group. The first phase of the project was launched in 2014 with the development of the Financial Management Information System (FMIS), a core system for recording all public financial transactions of ministries and institutions that receive budget allocations from the RGC.

FMIS has continuously expanded from Phase 1 to Phase 3 (2021–2025), extending its core functions to all ministries and institutions, provincial and municipal departments of economy and finance, all 25 Provincial-Municipal Treasuries, 25 Capital-Provincial Administrations, 44 District-Khan Administrations, and deployment of FMIS Portal V1 at the Commune-Sangkat level. In addition to expanding system coverage, the FMIS Project has strengthened its implementation through user capacity-building training plans, new full FMIS streamlining process adoption, user support, deployment of the Budget Mirror application, and enhanced system security capabilities. To achieve these goals, the FMIS Project requires the recruitment of qualified national consultants to carry out the tasks aligned with defined indicators. The recruitment process is funded by the RGC’s counterpart budget and is conducted in line with the project’s procurement framework and the Standard Operating Procedures (SOPs) applicable to development partner-financed projects of the Royal Government of Cambodia.

Responsibilities and Duties
  • Manage and monitor responses to inquiries and provide solutions to users through the support system, email, and other communication channels.
  • Support, facilitate, and promote the use of the FMIS system among users.
  • Collaborate and work closely with the FMIS Project Management Secretariat and relevant departments of ministries and institutions to share information or notifications related to temporary FMIS downtime, new operational procedures, and other user related updates.
  • Analyze and prepare Business Requirement Specifications (BRS), Functional Specifications (FS), and other relevant documents as the basis for system analysis and software development related to FMIS or other IT applications.
  • Develop and compile test-related documents, including Test Plans, Test Scenarios, and Test Cases, and conduct technical and functional tests such as SIT and UAT for the implementation or modification of new business procedures related to FMIS or other IT systems.
  • Study, analyze, and prepare Standard Operating Procedures (SOPs), End-to-End Processes, and Streamlined Business Processes for delegated budget entities and other relevant institutions using FMIS.
  • Prepare Defect Reports as part of the knowledge base to document and resolve FMIS related issues.
  • Continuously enhance knowledge and technical skills in Microsoft Office (Word, Excel, PowerPoint, Visio, Outlook, Google Form, etc.), as well as communication and collaboration tools (Email, Teams, Zoom, Webex, etc.), to effectively monitor user activities and produce reports.
  • Participate in supporting training sessions for FMIS users according to the system’s functional modules.
  • Prepare consolidated work performance and data analysis reports on a daily, weekly, and monthly basis for submission to management, covering progress, challenges, and related tasks.
  • Coordinate and provide feedback for continuous improvement in the design and development of FMIS based on user feedback and workflow analysis.
  • Monitor data quality and user performance in FMIS to ensure accuracy and efficiency in data input and extraction.
  • Provide technical guidance and mentoring to team members or technical officers to enhance capacity in the use and development of FMIS.
  • Coordinate with management, project management teams, and relevant institutions to contribute to FMIS development and ensure its effective implementation and expansion.
Qualifications and Skills
  • Hold a Bachelor’s degree in Management, Accounting and Finance, or other related fields.
  • Have at least two (2) years of relevant work experiences.
  • Possess strong knowledge and proficiency in Microsoft Office applications and the ability to use various IT tools for system monitoring and reporting.
  • Be flexible in performing tasks and able to travel for field missions to all 25 capital and provincial departments.
