The Accounting Manager is responsible for overseeing all accounting and financial operations of the company, ensuring accurate financial reporting, compliance with Cambodian accounting standards and tax regulations, and effective financial control for road and bridge construction projects.

• Manage and supervise daily accounting operations, including general ledger, AP/AR, cash flow, and bank reconciliations.
• Prepare monthly, quarterly, and annual financial statements and management reports.
• Ensure accuracy, completeness, and timeliness of financial records.
• Ensure compliance with Cambodian tax laws and regulations, including VAT, withholding tax, and monthly/annual tax filings.
• Coordinate with tax agents and auditors for tax declarations, audits, and inspections.
• Maintain proper accounting documentation in line with local regulatory requirements.
• Prepare and monitor annual budgets and project-related financial plans.
• Monitor project costs, expenses, and overheads, ensuring alignment with approved budgets.
• Support management with financial analysis, cash flow forecasting, and cost control recommendations.
• Monitor project revenues, costs, and work-in-progress (WIP).
• Coordinate with QS, Purchase, and Project teams on cost allocation and payment certifications.
• Review subcontractor payments, supplier invoices, and progress claims.
• Supervise and develop accounting staff, ensuring compliance with internal controls and procedures.
• Coordinate closely with Procurement, Project, and HR teams to support operational needs.
• Establish and maintain effective accounting controls and procedures.
• Prepare documentation and schedules for internal and external audits.
• Ensure confidentiality and proper safeguarding of financial data.

• Bachelor’s degree in accounting, Finance, or a related field.
• Professional accounting certification (ACCA, CPA, or equivalent) is an advantage.
• Minimum 5–8 years of accounting experience, with at least 2–3 years in a managerial role.
• Experience in construction, infrastructure, or project-based accounting is strongly preferred.
• Good knowledge of Cambodian accounting standards and tax regulations.
• Strong knowledge of financial reporting, taxation, and internal controls.
• Experience with accounting software and ERP systems.
• Strong analytical, organizational, and leadership skills.
• High attention to detail and numerical accuracy.
• Ability to work under pressure and meet reporting deadlines.
• Strong integrity and ability to maintain confidentiality.
