Position Overview
The Head of Finance is a key leadership position responsible for the company's financial integrity and regulatory compliance. This role oversees Cambodian IFRS implementation, tax compliance, NBC and regulatory reporting, and external audit management, while supporting executive strategic decision-making through financial and operational analysis.
In particular, as our current finance and accounting operations are largely manual, a core mission of this position is to drive Finance Digital Transformation (DX) to standardize, digitalize, and automate work processes.
Reporting Line: VP of Plan, Finance & Treasury / Direct report to CEO (Korean)

1. Cambodian IFRS Understanding and Implementation (Top Priority)
- Accurately understand and apply Cambodian IFRS to accounting policies and closing processes.
- Review key accounts to ensure financial reporting quality and manage IFRS-related issues end-to-end from analysis to journal entries and disclosures.
- Continuously monitor IFRS updates to improve policies, templates, and processes, and plan and execute IFRS training for headquarters and branch staff.
- Respond to external audits and group reporting with evidence-based approaches.
2. Finance Digital Transformation (DX) and Process Innovation (Core Mission)
- Develop and execute a roadmap to digitalize and automate the current manual-heavy finance operations.
- Automate repetitive tasks such as closing, reporting, branch reporting, and treasury operations.
- Establish a single source of truth and standardize master data.
- Lead system improvements (requirements definition, UAT, implementation, stabilization) in collaboration with IT and manage DX-related KPIs (closing period reduction, error rate reduction, automation ratio, etc.).
3. Tax Compliance and Regulatory Adherence
- Maintain up-to-date tax procedures to ensure accurate and timely compliance.
- Support tax audit responses and minimize tax risks.
- Review invoices, contracts, and proposals to proactively prevent potential tax risks.
- Monitor tax law changes and reflect them in internal regulations in a timely manner.
4. Financial Reporting and Regulatory Reporting (NBC, etc.)
- Submit weekly, monthly, quarterly, and annual financial reports and NBC reports accurately and on time.
- Prepare monthly reports aligned with group formats, monitor NBC/GDT/MEF regulatory changes, and translate them into action plans.
- Maintain and strengthen positive relationships with regulatory authorities.
5. Closing and Asset/Inventory Management
- Operate monthly, quarterly, and annual closings and ensure accuracy.
- Keep fixed asset and inventory records up to date, and improve operational efficiency through standard processes and internal controls.
6. Team Leadership and High-Performance Culture
- Coach and support the growth of Finance & Treasury team members (Accounting Officers, Junior Managers).
- Establish clear role assignments and review routines (checklists, approvals, peer reviews) to strengthen team quality and performance.
7. Advisory and Strategy Development CEO
- Advise CEO decision-making through financial and operational analysis and propose new business and product strategies.
- Drive profitability improvements based on data, review revenue and costs, and present efficiency strategies.
- Support annual business planning and conduct monthly follow-ups.
Qualifications
- Education and Certifications We are looking for candidates with a bachelor's degree in Finance, Accounting, Audit, Tax, or Business Administration, or equivalent qualifications such as ACCA.
- Experience A minimum of 3 years of hands-on experience in accounting, audit, tax, or related fields is required, along with at least 3 years of experience leading teams in a supervisory or managerial role.
- Professional Competencies Expertise in directly applying Cambodian IFRS to closing and reporting, or the ability to review and approve related outputs is required. Strong proficiency in Excel and financial systems is essential, along with experience in or a strong commitment to digitalization and automation initiatives.
- Problem-Solving and Strategic Thinking The ability to analyze complex problems and develop creative solutions is essential. Candidates must be able to make sound and swift decisions in uncertain, high-pressure environments.
- Project Management Skills Strong organizational and project management skills are required to oversee multiple projects simultaneously and effectively manage timelines and budgets.
- Language Proficiency Fluent English is mandatory — English is the primary language used for daily communication with foreign executives, report writing, and meeting facilitation. Candidates must be proficient in both written and verbal communication.
- Integrity and Ethics Candidates must demonstrate a strong commitment to ethical practices and transparent work principles. Given the informal aspects of the Cambodian market, a strong dedication to ethical conduct and transparency is particularly important.
Preferred Qualifications
- Experience working at an accounting or audit firm
- Experience leading dashboard development, reporting automation, or process redesign projects
- In-depth understanding of Cambodia's economic, political, and cultural environment, financial market dynamics, and regulatory nuances
