Job Summary

Reporting to the Executive Director (Cambodia) and functionally to Corporate HR (Australia), the HR & Labor Compliance Lead provides support and guidance in all areas of Human Resources and ensures compliance with corporate HR policies, procedures, and Cambodian statutory regulations. Employees are expected to raise queries with their immediate Supervisor in the first instance. The HR & Compliance Supervisor provides escalation support, works in conjunction with management to develop HR policies and initiatives, and acts as a cultural and compliance link between the Cambodian workforce and Corporate HR.

Responsibilities and Duties

HSEQ Responsibilities

  • Lead by example and drive the ‘Working Safely’ ethos across the workforce.
  • Proactively participate in initiatives to improve health and safety performance.
  • Provide visible leadership in driving positive safety behaviors consistent with HSEQ policies, procedures, and standards.
  • Demonstrate a continuous improvement mindset.

Role Specific Responsibilities

  • Provide HR support and guidance to Supervisors, Managers, and employees once matters are escalated.
  • In conjunction with management, develop HR policies and procedures in line with Cambodian law, corporate policy, and business practice.
  • Liaise with Corporate HR colleagues to monitor, review, and update all policies to reflect current legislation and group standards.
  • Travel to the site when required to support leaders and employees, and act as a communication link between site operations and Head Office.
  • Ensure HR matters are handled fairly, consistently, and in compliance with Cambodian labor law.
  • Support management and Corporate HR with grievance, disciplinary, and capability investigations.
  • Support and build leaders’ HR capability through coaching, training, and advice.
  • Facilitate the delivery of actions arising from the annual HR calendar (performance reviews, remuneration reviews, talent reviews, etc.).
  • Prepare and maintain HR metrics; communicate results to management and Corporate HR, highlighting trends and recommending corrective actions.
  • Support workforce planning, talent management, and succession planning in collaboration with site management and Corporate HR.
  • Conduct exit interviews and provide feedback to management and Corporate HR.
  • Actively contribute to the continuous improvement of HR and site work practices.
  • Cultural liaison: Act as a bridge between Cambodian employees and expatriate management, supporting effective communication and mutual understanding of expectations.
  • Ensure commitment and compliance with safety, health, and environment policies, ‘Working Safely’ objective, fitness for work policy, vision, and values.
Qualifications and Skills
  • Relevant tertiary qualification in HR, business, or significant HR experience.
  • 5+ years’ HR experience, ideally within international companies.
  • Strong knowledge of Cambodian labor law, regulatory frameworks, and employment standards.
  • Strong written and verbal communication skills in Khmer & English.
  • Excellent organization and planning skills.
  • Strong coaching, mentoring, and change management ability.
  • Intermediate proficiency with Microsoft Office.
  • Experience in dealing with visa processing for expatriates
  • Working knowledge of HR information systems or reporting tools (e.g., Power BI).
  • Training in conflict resolution, mediation, or industrial relations.
