Responsibilities and Duties
- Review and assess credit guarantee applications and Portfolio Guarantee Scheme submitted by Participating Financial Institutions (PFIs), ensure compliance Scheme Features and compliance with all applicable credit policies, procedures, laws, and regulations.
- Assess the borrower’s repayment capacity, the borrower's financial strength, borrower’s business, credit risk, collateral, management capability and governance, determine the appropriate loan structure, and overall risk profile.
- Conduct on-site visits to business premises as necessary or as assigned by management to support credit assessment.
- Prepare guarantee proposals/memos and provide independent and well-justified recommendations to approvers or guarantee committee members to minimize loan loss and support sustainable business growth.
- Conduct spot checks and/or periodic reviews of guaranteed loans to ensure compliance, identify emerging credit risks, and report findings to management.
- Handle Guarantee Application requests from PFIs related to guaranteed loan settlements, cancellations, amendments, and other relevant matters and perform transaction in GMS.
- Record, update, and safeguard all guaranteed loans-related documents submitted by PFIs.
- Maintain close coordination with PFIs relevant departments to ensure smooth, efficient, and effective operations.
- Contribute to projects related to credit guarantee product development, system enhancements, and operational excellence.
- Prepare daily and monthly guarantee performance report, monitor portfolio management and report to management in a timely manner.
- Carry out any other duties and ad-hoc assignments assigned by management or when required
Qualifications and Skills
- Bachelor’s degree in Economics, Finance, Business, Management, Public Administration, or other related fields (master’s degree qualification or Certified Financial Analyst Qualification (CFA) preferred).
- Minimum 3 to 5 years of experience in credit assessment/underwriting, credit risk management, or particularly in the above respective responsibilities for SME and corporate loan in commercial banking.
- Extensive knowledge of the banking industry, credit management, risk evaluation, and related banking processes, including regulations governed by the National Bank of Cambodia (NBC).
- Proven coordination, interpersonal, presentation and diplomatic skills.
- Ability to work effectively as a team with a sense of responsibility, flexibility, and adaptability, with proven ability to mentor and supervise staff.
- Strong analytical, decision-making, and credit memo writing skills.
- Strong verbal and written communication skills in both Khmer and English.
- Competence in Microsoft Office Software.
