Supporting the Medical Coordinator through delegated tasks and responsibilities including administrative tasks related to the coordination of work, ensuring good relationships with local and national authorities and ensuring adequate program management in the projects, according, (para)medical standards, rules of hygiene and the standard precautions to ensure the delivery of quality medical care for patients and their communities as well as to improve the health conditions of the targeted population.
Accountabilities
- Monitoring, supervising and evaluating the implementation of medical activities in the project, visiting projects according to a preset schedule and participating in defining the human resources needs, materials and techniques. Assisting in the implementation (para) medical standards, the rules of hygiene and universal precautions in service.
- Assisting in the collection of information on national health policy (meetings, reports, articles, etc.), collecting and participating in the analysis of epidemiological data (meetings, reports, articles, etc.) from the projects
- Ensuring medical follow up of patients (treatment, improvement) in collaboration with the medical referent of the health structure and overseeing all medical expenses associated with the patient, in collaboration with the supervisors. Organize the administrative and medical information (reports, ongoing treatments), the discharge of patients and return to their homes
- Supporting and supervising the project teams and participating in the management of the medical team in the capital (recruitment, training, monitoring their work, vacation planning, assessments, etc.). Participating in briefings and debriefings of the (para) medical team members and promoting communication and active participation in the development of the project
- Applying the employee health policy and participating in the evaluation of hospital structures that can serve as reference structures for national and international staff. Participating in the medical monitoring personnel and overseeing all medical expenses associated with various consultations and hospitalizations in collaboration with the line manager
- Participating in the management of the central pharmacy, advising and guiding the logistics team in the mission of drug stock management. Organizing the start-up, inventory and management of operational medical library according to the classification plan
- Participating in the data collection and management from the projects as well as preparation of monthly, quarterly and annual reports and organizing · data archiving and medical reports in the project
- Performing other duties at the request of Medco (exceptional strengthening of a field team, involvement in evaluations, etc.)
The specific accountabilities for this period are:
- Support the Medical Coordinator in implementing and monitoring staff health activities for teams in Cambodia, for IMS (International Mobile Staff) and LHS (Local Hired Staff) in line with internal procedures and national regulations.
- Conduct and present the assessment of medical facilities for staff health options in Phnom Penh and regional/provincial locations (when it applies), including clinics, hospitals, laboratories, pharmacies, emergency services, and specialist care providers.
- Maintain organized documentation of staff health-related information (physical or digital), ensuring that sensitive information is handled appropriately, and that no unnecessary personal or medical data is included. Confidentiality and ethics must be guaranteed.
- Support the development and regular updating of networking contact lists and provide stakeholder analysis of individual and organizational profiles for the capital city and field/regional locations.
- Assist and the Medical Coordinator in networking with national health authorities and other stakeholders, such as INGOs, LNGOs, UN agencies, other cooperation agencies, and other relevant actors. It includes schedule and written minutes.
- Develop and present the Country Health Profile document for Cambodia, based on template.
- Monitor seasonal diseases relevant to Cambodia (e.g., dengue), at regional and national level. To alert and inform the Medical Coordinator on possible context-specific outbreaks.
- Follow and monitor other health activities at national and regional levels, such as EPI (Expanded Program on Immunization) calendar, including routine vaccination schedules and relevant updates from Cambodian health authorities and WHO/UNICEF sources.
- Deploy to field locations (it may apply to any region in the country), when required to support the Medical Coordinator and other team members with assessments, meetings, stakeholder mapping, contextual analysis, and drafting of reports. It requires active participation in team discussions as well.
- Assist the Medical Coordinator in preparing tools and checklists for field assessments, including facility evaluation forms, interview guides, service availability templates, and referral pathway mapping tools.
- Collect, organize, and analyze information from facility visits, meetings, field assessments, and desk reviews to support evidence-based recommendations.
- In collaboration with the Medical Coordinator and other team members, prepare clear written reports following assessments, including findings, gaps, risks, recommendations, and proposed follow-up actions.
- Develop and present medical briefing document for new team members and visitors. Responsible for providing medical briefing for new team members and visitors in Cambodia.
- In collaboration with the Medical Coordinator and other team members, support the drafting, editing, and formatting of technical documents related to medical activities in the country. Documents may include staff health guidelines, briefing notes, assessment reports, meeting minutes, and medical coordination updates, SitReps, etc.
- Assist the Medical Coordinator in reviewing technical documents for clarity, consistency, structure, and alignment with terminology and medical coordination requirements.
- Maintain organized documentation and archives (digital and physical ones) related to the Medical
Education
Medical Doctor diploma or equivalent.
Experience (Desirable, but not mandatory)
- Training or experience in tropical medicine and/or public health
- Experience working in a developing country
- Emergency experience
- Minimum 2 years of experience
Languages
- Excellent command of English. Control of local languages.
