1. Operational Management

• Manage daily terminal operations (rail + yard + trucking interface)
• Coordinate train arrivals/departures with Train Control
• Ensure efficient loading/unloading of containers
• Optimize wagon turnaround and dwell time
• Manage terminal capacity and congestion

2. Rail Interface & Train Handling

• Liaise with Train Controllers for scheduling and slot allocation
• Ensure safe shunting operations and consist management
• Monitor: Wagon utilization, Train turnaround times, Loading productivity

3. Yard & Equipment Management

• Oversee: Reach stackers / forklifts, Container stacking plans, and Yard zoning and flow design
• Ensure optimal: Space utilization, Equipment availability, and Preventive maintenance coordination

4. Safety & Compliance

• Enforce railway safety rules and terminal SOPs
• Lead: Safety briefings, Incident investigations, and Risk assessments
• Ensure compliance with: Ministry of Public Works and Transport and PPP / concession requirements

5. Optional (PPP / Government Context)

• Support government audits and reporting
• Ensure compliance with concession KPIs
• Contribute to strategic expansion of dry port capacity

6. Commercial & Customer Interface

• Act as primary contact for: Freight customers, Shipping lines, and Logistics providers
• Ensure delivery of: Service reliability and Transit time commitments
• Support: Pricing inputs, Fuel surcharge implementation, and Volume growth initiatives

7. KPI & Performance Management

Track and report:

• Daily KPIs
• Trains handled
• Containers moved (TEU)
• Wagon turnaround time
• Yard dwell time
• On-time departures
• Monthly KPIs
• Revenue per train / TEU
• Terminal throughput
• Equipment utilization
• Safety performance (LTIFR, incidents)

8. Team Leadership

• Manage: Yard supervisors, Shunting crews, and Equipment operators
• Develop: Rosters, Training plans, Performance reviews, and Build a safety-first operational culture

9. Systems & Reporting

• Utilize: Terminal Operating System (TOS) and Train control systems
• Produce: Daily operations report (A4 control room format), Weekly performance summary, and Incident reports

10. Participate in train, rolling stock, safety compliance and environmental audits

11. Manage accident and incident investigations and ensure that appropriate follow up actions are taken

12. Audit container numbers and container dwell times and ensure the security of the containers during loading and unloading and during storage

13. Manage the security of the site and ensure there is no theft of container products and no unlawful entry to the site

14. Conduct ongoing safety audits, meet with individual staff members, attend company safety meetings and participate or direct other work activities designed to promote work safety and encourage continuing education among staff members

15. Implement changes to transportation services, policies or scheduling as needed

16. Ensure staff members fully and consistently comply with safety rules, administrative procedures and policies, environmental policies, union contracts and government regulations

17. Collaborate with staff members and fellow managers to create, modify and implement goals, procedures, policies and objectives when the opportunity presents itself

Requirements:

• Degree or Diploma in: Logistics / Supply Chain, Rail Operations, Engineering (preferred)
• Experience 8–15 years in: Rail freight operations or Container terminal / dry port operations
• Proven experience in: Intermodal logistics and Yard planning and train handling
• The role ensures compliance with:
• Railway operating standards
• Safety and regulatory frameworks
• Commercial service level agreements (SLAs)
