Introduction

The Royal Government of Cambodia (RGC) began implementing the Public Financial Management Reform Program (PFMRP) in 2004 with the aim of improving Cambodia’s public financial management system to meet international practices. The reform has been executed in four stages and four phases, under the leadership of the Steering Committee for Public Financial Management Reform, chaired by His Excellency Dr. Aun Porn Moniroth, Deputy Prime Minister and Minister of Ministry of Economy and Finance. As part of this reform, the Financial Management Information System (FMIS) Project has been implemented by the FMIS Project Management Working Group under the vision and guidance of His Excellency Dr. Hean Sahib, Secretary of State of the Ministry of Economy and Finance and Chairman of the FMIS Project Management Working Group. The first phase of the project was launched in 2014 with the development of the Financial Management Information System (FMIS), a core system for recording all public financial transactions of ministries and institutions that receive budget allocations from the RGC.

FMIS has continuously expanded from Phase 1 to Phase 3 (2021–2025), extending its core functions to all ministries and institutions, provincial and municipal departments of economy and finance, all 25 Provincial-Municipal Treasuries, 25 Capital-Provincial Administrations, 44 District-Khan Administrations, and deployment of FMIS Portal V1 at the Commune-Sangkat level. In addition to expanding system coverage, the FMIS Project has strengthened its implementation through user capacity-building training plans, new full FMIS streamlining process adoption, user support, deployment of the Budget Mirror application, and enhanced system security capabilities. To achieve these goals, the FMIS Project requires the recruitment of qualified national consultants to carry out the tasks aligned with defined indicators. The recruitment process is funded by the RGC’s counterpart budget and is conducted in line with the project’s procurement framework and the Standard Operating Procedures (SOPs) applicable to development partner-financed projects of the Royal Government of Cambodia.

• Organize assessments, conduct tests, recommend and install network infrastructure correctly according to technical standards and organizational security policies.
• Prepare plans and manage the installation and updates of network equipment and related software, ensuring minimal downtime and compliance with change management procedures.
• Implement and design network system blueprints to support technical departments both inside and outside the organization, with a focus on scalability, high availability, and security.
• Troubleshoot and document network connectivity and Firewall security system issues, maintaining accurate records for audit and compliance purposes.
• Research and analyze new technologies for updating network infrastructure and provide recommendations for strengthening current network security.
• Organize and supervise technical teams in supporting daily operations, new projects, providing technical guidance and mentorship to engineers.
• Prepare work plans and prepare teams to support and resolve technical issues in a timely manner.
• Prioritize and resolve tickets in the PK The Helper support system, ensuring escalation procedures are followed for critical incidents.
• Manage and regularly monitor the operating systems of Router, Firewall, and Switch equipment and prepare schedules for upgrading (OS Upgrade) the operating systems of each device.
• Prepare schedules and coordinate the installation of Software/Hardware in the technical network system to ensure smooth network system operations.
• Monitor and report on the validity of licenses for network equipment currently in operation and prepare license renewal procedures.
• Develop strategies and action plans for future network infrastructure, aligning with the organization's long-term IT roadmap and business objectives.
• Design, implement, and enforce infrastructure security controls including network segmentation, DMZ architecture, zero-trust network access (ZTNA), and micro segmentation to protect critical systems.
• Conduct regular infrastructure security assessments and vulnerability scans to identify attack surfaces. Coordinate remediation efforts to strengthen the network infrastructure against internal and external threats.
• Define and enforce security policies, standards, and best practices for network infrastructure including access control, encryption in transit, secure remote access (VPN/SSL), and privileged access management.
• Assess potential infrastructure damage, including methods for recovery or resolving damaged infrastructure, and maintain up-to-date disaster recovery and business continuity plans.
• Resolve complex network issues at a high level of responsibility.
• Prepare and plan activities according to short/long-term work priority directions, balancing operational stability with strategic improvement initiatives.
• Participate and cooperate with other departments regarding network changes or impactful activities.
• Train teams to share knowledge and technical skills in network systems, fostering a culture of continuous learning and knowledge transfer.
• Prepare daily, weekly, monthly reports or other required reports on the current state of the network system.
• Perform various other tasks as assigned by management.

• Must hold a Bachelor's degree or higher related in Computer Science, Information Technology, Network Engineering, or related field.
• Minimum 5 years of relevant work experience in network system management, network engineering, network security, and system or information security; with at least 2 years in a senior or lead role.
• Must have professional certifications such as: CCNA, CCDP, CCNP. Additional certifications such as PCNSE (Palo Alto), NSE (Fortinet).
• In-depth understanding of network protocols such as: IPSEC, HSRP, BGP, OSPF, 802.11, and MPLS
• Experience in managing and operating security systems of Router, Firewall, Switch equipment such as: Fortigate, Juniper, Cisco, Palo Alto, HP, Huawei, etc.
• Honesty and willingness to work as a team.
• Willingness to research new technologies, self-motivation and self-learning.
• Knowledge and hands-on experience related to Load Balancer equipment.
• Experience in the industry as a senior network engineer or network manager.
• Experience working with Cisco and NX-OS command line.
• Experience with network analysis, monitoring, and diagnostic tools (e.g., SolarWinds, PRTG, Wireshark, or equivalent).
• In-depth understanding of communication protocols (mainly TCP/IP).
• Ability to produce clear technical documentation, network diagrams, and reports for both technical and non-technical stakeholders
