We are seeking an experienced and results-driven Engineering Manager to lead and oversee the end-to-end telecommunications network rollout across Cambodia. This role carries full accountability for rollout planning, regional resource allocation, subcontractor governance, and risk management. The Engineering Manager will report directly to the Project Director and play a critical leadership role in ensuring the project is delivered on time, within scope, and to the required quality standards.

• Lead and own the whole project rollout planning including site phasing, resource planning, milestone scheduling, and delivery strategy across all project scopes
• Supervise and monitor overall rollout progress across all regions in Cambodia; ensure project milestones and KPIs are consistently met
• Coordinate and allocate engineering resources, field teams, and subcontractors across regions to optimize deployment efficiency and address workload imbalances
• Identify, assess, and manage project risks proactively; make timely decisions and provide structured solutions for major or recurring problems affecting project delivery
• Serve as the primary escalation point for cross-functional technical and operational issues; drive resolution through effective coordination with internal teams and customer stakeholders
• Report regularly to the Project Director on regional rollout progress, risk status, resource utilization, and key project performance indicators
• Drive a culture of quality, safety, and continuous improvement across all engineering and field teams
• Support subcontractor performance management including KPI reviews, corrective action planning, and capability development

• Bachelor's Degree or higher in Telecommunications, Electronics Engineering, or a related field
• Minimum 5–8 years of experience in telecom network rollout or infrastructure project management, with at least 3 years in a managerial or team leadership role
• Proven track record of managing large-scale RAN, Transmission, Power, or FTTX rollout projects, preferably with ZTE or equivalent major vendors
• Strong knowledge of end-to-end telecom project delivery lifecycle including planning, installation, commissioning, quality acceptance, and handover
• Demonstrated ability to manage multiple regional teams and subcontractors simultaneously in a fast-paced deployment environment
• Excellent risk identification, problem-solving, and decision-making skills with the ability to drive resolution of complex and recurring project issues
• Proficiency in English; knowledge of Chinese is an advantage for coordination with ZTE headquarters and senior stakeholders
• Strong leadership, communication, and stakeholder management skills
• Proficient in project management tools (e.g., MS Project, Excel dashboards, and other tracking tools)
