The Royal Government of Cambodia (RGC) began implementing the Public Financial Management Reform Program (PFMRP) in 2004 with the aim of improving Cambodia’s public financial management system to meet international practices. The reform has been executed in four stages and four phases, under the leadership of the Steering Committee for Public Financial Management Reform, chaired by His Excellency Dr. Aun Porn Moniroth, Deputy Prime Minister and Minister of Ministry of Economy and Finance. As part of this reform, the Financial Management Information System (FMIS) Project has been implemented by the FMIS Project Management Working Group under the vision and guidance of His Excellency Dr. Hean Sahib, Secretary of State of the Ministry of Economy and Finance and Chairman of the FMIS Project Management Working Group. The first phase of the project was launched in 2014 with the development of the Financial Management Information System (FMIS), a core system for recording all public financial transactions of ministries and institutions that receive budget allocations from the RGC.
FMIS has continuously expanded from Phase 1 to Phase 3 (2021–2025), extending its core functions to all ministries and institutions, provincial and municipal departments of economy and finance, all 25 Provincial-Municipal Treasuries, 25 Capital-Provincial Administrations, 44 District-Khan Administrations, and deployment of FMIS Portal V1 at the Commune-Sangkat level. In addition to expanding system coverage, the FMIS Project has strengthened its implementation through user capacity-building training plans, new full FMIS streamlining process adoption, user support, deployment of the Budget Mirror application, and enhanced system security capabilities. To achieve these goals, the FMIS Project requires the recruitment of qualified national consultants to carry out the tasks aligned with defined indicators. The recruitment process is funded by the RGC’s counterpart budget and is conducted in line with the project’s procurement framework and the Standard Operating Procedures (SOPs) applicable to development partner-financed projects of the Royal Government of Cambodia.
