The Project for Strengthening In-service Training System in Cambodia had
launched jointly by the Ministry of Health and JICA, to achieve the overall goal, “In-service
training system for nurses is established independently to improve the competency of nurses.”
Currently, the Project is seeking a motivated and qualified IT/Administrative Officer who is willing
to contribute to the Project with a positive attitude and meets the qualifications described below.
1. Main Duties and Responsibilities:
- Support the effective implementation of project activities with JICA experts, including planning, monitoring, evaluation, reporting, and coordination with stakeholders at national and provincial levels.
- Facilitate the nationwide rollout and monitoring of in-service training for nurses with JICA experts, including tool development, data collection and analysis, and support for capacity building.
- Promote the use and handover of the E-Learning Platform (ELP) to the Ministry of Health, including user support, documentation, and liaison with IT personnel.
- Provide interpretation and translation support (Khmer-English) for meetings, workshops, and field visits, as required.
- Coordinate and arrange logistics for meetings, training, and visits, and ensure effective communication with external agencies.
- Assist JICA experts in administrative matters and document submission, including letters, reports, and minutes, ensuring timely delivery and quality.
- Undertake other tasks assigned by JICA experts, based on the needs of the project.
2. Work Attitude and Confidentiality:
To ensure the efficient and effective execution of assigned tasks, the IT/Administrative Officer is expected to:
- Report on progress, share relevant information, and consult with JICA experts in a timely manner regarding procedures or any issues arising during the course of work.
- Maintain a professional and proactive work attitude, demonstrating responsibility, integrity, and respect in all interactions with project stakeholders.
Furthermore, the IT/Administrative Officer shall:
- Treat all information related to the Project, project members, and its stakeholders as strictly confidential during and after the period of this contract.
- Refrain from disclosing or sharing any such information with third parties without prior authorization.
Competencies required:
- Ability to work independently with minimal supervision and collaboratively in a team environment
- Strong commitment to the Project’s goals and activities
- Excellent communication and interpersonal skills to engage with stakeholders
- Proactive attitude and willingness to learn beyond one’s own area of expertise
- Proficiency in internet, email, Microsoft Word, Excel, Power Point
- Advantage: Experience in IT tasks such as management of Website/Contents Management System, communication with IT vendors, and data management
- Advantage: Experience in training field, public relations, and NGOs activities.
Requirements (Qualifications and Experience):
- University degree in Information Technology, Nursing, Midwifery, Medicine, or related fields is an advantage
- Native Khmer speaker with excellent English proficiency in speaking, reading, and writing
- Professional experience with international organizations is a strong asset.
Working Condition:
- Working Day: Monday- Friday (Except National Holiday)
- Working Time: 8:00-12:00, 14:00-17:00
- Working Place: Phnom Penh (with travel to provinces when necessary)
- Expected Starting date: Mid- September.
