The Senior HR Operations Officer is responsible for accurate and timely payroll processing for all employees in the organization, ensuring compliance, record keeping, and employee management. This role requires a deep understanding of HR operations, payroll management, and labor laws, and a commitment to maintaining a positive work environment and employee confidentiality.
● Process payrolls for all employees, including calculating wages, overtime, bonuses, and deductions.
● Ensure compliance and stay up to date with Cambodian labor laws and regulations including but not limited to the declaration in/out, apprenticeship program registration, shop steward processing, annual quota registration, work permit registration, and National Social Security Fund (NSSF) processing.
● Maintain accurate and up-to-date payroll records for all employees.
● Resolve payroll-related issues promptly and accurately, including answering employee questions, addressing discrepancies, and troubleshooting errors.
● Prepare payroll reports for management, such as payroll summaries, tax reports, and NSSF reports.
● Maintain strict confidentiality of all payroll-related information, including employee salary information and personal data.
● Facilitate employee life cycle administration process from onboarding, probation, transfer, and promotion to offboarding.
● Maintain accurate employee records, including personnel files, HRIS data, and other HR-related documentation.
● Administer employees’ attendance and leave management.
● Support the development and implementation of HR policies and procedures.
● Respond to employee inquiries and issues related to HR policies and procedures.
● Assist in implementing HR activities, projects, and initiatives as directed by the line manager.
● Bachelor’s degree in business, Accounting, Human Resource Management or related field
● Minimum three years’ experience in Payroll and Human Resources
● HR Compliance and Labor law knowledge
● Knowledge of the Payroll/HR system
● Computer literacy (Word, Excel, E-mail, Internet, and PowerPoint)
● Good in English, writing, reading, and speaking
● Patience, honest and hard-working
● Strong organizational and time management skills
