Job Summary

Introduction

The Royal Government of Cambodia (RGC) began implementing the Public Financial Management Reform Program (PFMRP) in 2004 with the aim of improving Cambodia’s public financial management system to meet international practices. The reform has been executed in four stages and four phases, under the leadership of the Steering Committee for Public Financial Management Reform, chaired by His Excellency Dr. Aun Porn Moniroth, Deputy Prime Minister and Minister of Ministry of Economy and Finance. As part of this reform, the Financial Management Information System (FMIS) Project has been implemented by the FMIS Project Management Working Group under the vision and guidance of His Excellency Dr. Hean Sahib, Secretary of State of the Ministry of Economy and Finance and Chairman of the FMIS Project Management Working Group. The first phase of the project was launched in 2014 with the development of the Financial Management Information System (FMIS), a core system for recording all public financial transactions of ministries and institutions that receive budget allocations from the RGC.

FMIS has continuously expanded from Phase 1 to Phase 3 (2021–2025), extending its core functions to all ministries and institutions, provincial and municipal departments of economy and finance, all 25 Provincial-Municipal Treasuries, 25 Capital-Provincial Administrations, 44 District-Khan Administrations, and deployment of FMIS Portal V1 at the Commune-Sangkat level. In addition to expanding system coverage, the FMIS Project has strengthened its implementation through user capacity-building training plans, new full FMIS streamlining process adoption, user support, deployment of the Budget Mirror application, and enhanced system security capabilities. To achieve these goals, the FMIS Project requires the recruitment of qualified national consultants to carry out the tasks aligned with defined indicators. The recruitment process is funded by the RGC’s counterpart budget and is conducted in line with the project’s procurement framework and the Standard Operating Procedures (SOPs) applicable to development partner-financed projects of the Royal Government of Cambodia.

Responsibilities and Duties
  • Research, design, and develop strategies and policies for capacity development to support the implementation of the Financial Management Information System (FMIS).
  • Analyze and determine training needs for relevant officers and staff.
  • Monitor and evaluate the effectiveness of training courses and analyze feedback from participants.
  • Develop and maintain a system to track and record training activities.
  • Collaborate with technical experts to create high-quality training materials.
  • Prepare evaluation criteria to assess post-training competency.
  • Develop and implement knowledge transfer strategies and support on-the-job application.
  • Research and introduce innovative training methods to improve learning outcomes.
  • Coordinate with relevant ministries and institutions to support capacity development activities.
  • Participate in organizing and delivering FMIS training and related courses, including developing training documentation.
  • Implement motivation mechanisms for staff through both domestic and international training courses, as appropriate.
  • Develop and implement new skills arising from changes in public financial management practices through FMIS.
  • Regularly evaluate the effectiveness and identify training needs for FMIS-related competencies and other skills in collaboration with relevant departments, institutions, and partners.
  • Collaborate with stakeholders and development partners to enhance and expand user capacity as needed.
  • Assist in drafting, reviewing, and editing letters, invitations, documents, and reports.
  • Organize and coordinate system launch ceremonies and other related events.
  • Promote FMIS project implementation information to raise awareness and support.
  • Develop and implement long-term institutional capacity development strategies and training plans to ensure FMIS sustainability and excellence.
  • Support the establishment of objectives and standards for individual officer capacity development in collaboration with technical and HR management units.
  • Establish a knowledge management system to transfer, preserve, and share training and practical work experience.


Qualifications and Skills
  • Must have a Bachelor’s degree or higher in Education, Human Resource Management, Project Management, Accounting, Finance, Business Administration, Public Administration, or other relevant fields.
  • Minimum of 2 years of relevant work experience.
  • Proficient in general office software and computer applications, with knowledge of new information technologies.
  • Proficient in English (reading, writing, listening, and speaking).
  • Skilled in coordination, monitoring, and evaluating work implementation.
  • Ability to share knowledge and experience to support project implementation.
  • Knowledge of training principles and methodologies.
  • Creative and capable of developing engaging training materials.
  • Skilled in report preparation and presentations.
  • Strong coordination and collaboration skills with stakeholders.
