The Senior Procurement Specialist (Trade) is responsible for leading the sourcing, cost comparison, commercial negotiation, and contract review of trade goods (goods for resale or production). The role works closely with overseas and local suppliers to secure the best value, quality, reliability, and commercial terms while ensuring all sourcing activities comply with company policies and procedures. The role is responsible for the sourcing process from supplier identification and evaluation through commercial negotiation, contract review, and supplier selection. Upon completion of supplier selection and contract review, the selected supplier, contract, and agreed trade terms are handed over to the requesting BU/FU and Supply Chain team for PR/PO processing, shipment, customs clearance, and payment processing.
• Identify and evaluate suitable overseas and local suppliers/manufacturers for trade goods.
• Conduct cost comparisons in accordance with company SOPs and negotiate with suppliers to achieve competitive pricing, optimal value, and favourable commercial terms.
• Drive sourcing activities to achieve cost savings, quality, reliability, and supply continuity objectives.
• Review and vet international supply contracts, including supplier information, pricing, payment terms, delivery terms, and other relevant commercial conditions.
• Ensure proposed contractual and commercial terms comply with company policies and applicable procurement requirements.
• Maintain the approved overseas supplier /vendor list and monitor supplier performance in coordination with relevant stakeholders.
• Coordinate with suppliers and relevant internal stakeholders to ensure samples, product specifications, quality requirements, and other technical requirements are agreed upon before contract confirmation.
• Assess supplier capabilities and country-of-origin risks, including potential supply disruption, quality, commercial, and other relevant risks.
• Recommend suppliers based on overall value, quality, reliability, risk, and commercial competitiveness.
• Hand over the selected supplier, reviewed contract, agreed pricing, and trade terms to the requesting BU/FU and Supply Chain team for PR/PO processing and subsequent shipment and customs clearance activities.
• Provide supplier-side clarification and support to the Supply Chain team on agreed trade terms and contractual matters when required.
• Ensure a complete and accurate handover of sourcing information to support smooth execution after supplier selection.
• Coordinate with BU/FU, Supply Chain, Finance, Legal, and other relevant stakeholders to align sourcing requirements, commercial terms, and delivery expectations.
• Track and report sourcing spend, cost savings, supplier performance, and other relevant procurement KPls to the Procurement Manager.
• Provide sourcing and supplier-related information to management to support procurement decisions.
• Train, coach, and mentor the Procurement Specialist (Trade) to strengthen sourcing and procurement capabilities.
• Maintain complete and accurate sourcing, supplier evaluation, cost comparison, and contract records in accordance with company requirements.
• Support internal and external audits by providing relevant procurement documentation and information.
• Bachelor's degree in business administration, Supply Chain Management, Procurement or related field.
• Minimum 5 (Five) years of progressive experience in procurement/sourcing.
• Demonstrated experience in sourcing trade goods from overseas suppliers/manufacturers.
• Experience in international sourcing, commercial negotiation, and contract review is preferred.
• Understanding of international trade payment methods, foreign exchange exposure, and related commercial risks.
• Knowledge of procurement best practices, strategic sourcing methods, supplier evaluation, and supplier performance management.
• Knowledge and experience in contract drafting, review, and commercial terms negotiation.
• Good understanding of procurement processes, policies, SOPs, and compliance requirements.
• Proficient in Microsoft Office applications, particularly Excel, Word, and PowerPoint.
• Fluent in written and spoken English for communication with overseas suppliers, and fluent in Khmer.
• Strong negotiation and cross-cultural communication skills when dealing with overseas suppliers.
• Strong analytical, problem-solving, and decision-making skills.
• Good leadership, coaching, and people-management skills.
• Strong coordination and stakeholder-management skills.
• Ability to coordinate effectively with BU/FU and Supply Chain teams to ensure a smooth sourcing-to-shipment handover.
• High attention to detail, commercial awareness, and ability to manage multiple sourcing activities simultaneously.
• The Senior Procurement Specialist (Trade) has the authority to conduct sourcing activities, negotiate pricing and commercial terms, evaluate suppliers, and make supplier recommendations in accordance with company policies and approval requirements.
• Due to access to confidential supplier pricing, commercial information, and contracts, the position is required to review and submit Non-Disclosure Agreements (NDAs) for management approval before undertaking activities that require the disclosure or exchange of confidential information.
• May be required to communicate with overseas suppliers outside standard working hours due to international time-zone differences.
• The role is responsible for the sourcing, negotiation, contract review, and supplier-selection stages . Responsibility for PR/PO processing, shipment, customs clearance, and payment processing is transferred to the relevant BU/FU and Supply Chain/Finance teams in accordance with company procedures.
