Establish, implement, and continuously improve the company's Quality Management System (QMS) across all Borey and luxury housing projects. The role focuses on defect prevention, process standardization, and ensuring that all construction and operational activities comply with approved quality policies and industry standards. The Quality Assurance Manager reports to the Chief Executive Officer and operates independently of the departments whose processes are being audited.

• Develop, implement, and maintain the company's quality policies, procedures, and SOPs in alignment with best practice and ISO 9001 principles. Establish quality frameworks and metrics before project execution to prevent non-conformance during the construction phases.
• Conduct regular internal quality audits on construction processes, contractor documentation, and Technical Office outputs to verify adherence to approved SOPs, drawings, and specifications.
• Lead Root Cause Analysis for recurring quality issues and implement preventive action plans so that the same errors are not repeated across projects.
• Define quality requirements for contractors and subcontractors in the Cambodian market, and assess their capability to meet luxury Borey standards prior to onboarding.
• Develop and deliver quality awareness training programmes for site engineers, project managers, and contractors to build a culture of getting it right the first time.
• Prepare comprehensive QA performance reports highlighting systemic risks, compliance rates, and continuous improvement metrics for executive management.

Responsibilities by General and Functional Management

General Management Responsibilities

1. Define and maintain the company's Quality Management System and quality policy in alignment with ISO 9001 principles.
2. Establish quality frameworks, standards, and acceptance metrics before project execution begins.
3. Recommend improvements to construction processes, SOPs, and contractor requirements to executive management.
4. Report systemic quality risks, compliance rates, and improvement metrics to the Chief Executive Officer.
5. Promote a company-wide culture of defect prevention and continuous improvement.
6. Lead and develop quality assurance staff and audit resources.

Functional Management Responsibilities

1. Develop, implement, and maintain quality policies, procedures, and standard operating procedures.
2. Conduct internal quality audits on construction processes, contractor documentation, and Technical Office outputs.
3. Verify adherence to approved SOPs, drawings, and specifications across all Borey and luxury housing projects.
4. Lead Root Cause Analysis for recurring quality issues and implement preventive action plans.
5. Define quality requirements for contractors and subcontractors and assess their capability before onboarding.
6. Deliver quality awareness training for site engineers, project managers, and contractors.
7. Prepare QA performance reports for executive management.
8. Maintain quality records, audit trails, and the non-conformance register.

Other Responsibilities

1. Coordinate with consultants, third-party quality auditors, and key material suppliers.
2. Support the Quality Control function on inspection standards and test methods.
3. Contribute to handover and defect liability processes on completed units.
4. Perform other tasks assigned by the Chief Executive Officer.

1. Bachelor's Degree in Civil Engineering, Construction Management, or Quality Management
2. ISO 9001 Lead Auditor certification (preferred); Quality Management certification (advantage)
3. Minimum 5–7 years of Quality Assurance experience in construction or real estate development
4. Direct experience on Borey or luxury housing projects in Cambodia
5. Deep understanding of construction methodologies, QMS frameworks, and Root Cause Analysis tools
6. Strong proficiency in Khmer and English, written and spoken, sufficient to draft SOPs
