Oversee and manage all physical inspection, testing, and verification activities on construction sites. The Quality Control Manager ensures that incoming materials, workmanship, and finished luxury properties strictly comply with approved engineering designs, specifications, and safety standards. The role reports to the Chief Executive Officer and works alongside the Quality Assurance function, which sets the standards this role verifies in the field.
- Execute and monitor Inspection and Test Plans across all project sites for structural, architectural, and MEP works, ensuring hold points are inspected and signed off before work proceeds.
- Conduct rigorous incoming material quality checks against approved submissions, preventing substandard materials from entering the site or being installed.
- Manage daily site inspections focusing on concrete works, structural integrity, high-end finishing works, and MEP installations across all active projects.
- Issue Non-Conformance Reports (NCRs) for defective works, monitor contractor rectification, and close out NCRs only upon successful re-inspection.
- Lead the final snagging process prior to property handover, maintain detailed defect tracking logs, and verify that all luxury housing units meet premium handover standards.
- Maintain accurate and current inspection records, quality checklists, and testing results for all construction activities. Coordinate directly with the Construction Project Office and MEP Operations Unit to address physical defects without delay.
Responsibilities by General and Functional Management
General Management Responsibilities
- Plan and direct all site inspection, testing, and verification activity across active projects.
- Set field inspection standards and acceptance criteria in line with approved designs, specifications, and the quality assurance framework.
- Recommend rejection, rectification, or acceptance of works and materials to the Construction Project Office.
- Report site quality status, open non-conformances, and defect trends to the Chief Executive Officer.
- Lead, supervise, and develop the site inspection team.
- Escalate persistent contractor non-compliance and safety-critical defects to executive management.
Functional Management Responsibilities

- Manage daily site inspections covering concrete works, structural integrity, finishing works, and MEP installations.
- Issue Non-Conformance Reports, monitor contractor rectification, and close out NCRs after successful re-inspection.
- Lead the final snagging process before handover and maintain the defect tracking log.
- Verify that completed units meet premium handover standards before release to the client.
- Maintain inspection records, quality checklists, and test results for all construction activities.
- Coordinate with the Construction Project Office and MEP Operations Unit to resolve physical defects immediately.
Other Responsibilities
- Liaise with material testing laboratories and arrange independent testing where required.
- Coordinate with local regulatory inspectors during site inspections and statutory checks.
- Support the Quality Assurance Manager with site evidence, inspection data, and root cause input on recurring defects.
- Perform other tasks assigned by the Chief Executive Officer.
- Bachelor's Degree in Civil Engineering or Architecture
- Construction Quality certification or relevant testing certifications (preferred)
- Minimum 5 years of hands-on site-level Quality Control experience
- Experience on luxury residential, Borey, or high-rise construction in Cambodia
- Expert knowledge of Cambodian construction practices, concrete testing, finishing standards, MEP inspections, and technical blueprints
- Clear and assertive communication in Khmer; working knowledge of English for reporting
