The objective of the audit is to evaluate effectiveness compliance of the organization’s operations and provide an independent opinion on whether the financial statements present fairly for period January 1 to 31 December 2025, in all material respects, the financial position of PNC in accordance with applicable accounting standards CIFRS for SMEs and donor requirements.

Scope of Work:

• Audit the Statement of Financial Position (Balance Sheet).
• Audit the Statement of Income and Expenditure.
• Audit the Statement of Changes in Net Assets/Funds.
• Review compliance with local tax laws and regulations.
• Review internal financial policies and procedures.
• Identify weaknesses and recommend improvements.
• Verify supporting documents, finance vouchers, bank reconciliations, and fixed assets
• In addition to the audit report, the audit will prepare a Management Letter

Audit Standards:

• International Standards on Auditing (ISA)
• Applicable accounting standards
• Local statutory regulations

Deliverables:

• Independent Auditor’s Report both English and Khmer
• Audited Financial Statements
• Management Letter with findings and recommendations

Duration and Timeline:

• Audit commencement: 18 May 2026 (ideally depends on service agreement)
• Fieldwork completion: by mid-early June
• Draft report submission: Latest 19 June 2026
• Final report submission: Latest end of June 2026

Auditor Qualifications:

• Valid audit license from Cambodia audit regulator
• Proven experience auditing services with multi donor rules and regulations for NGOs/INGOs
• Knowledge of local regulations
• Qualified professional staff (CPA/ACCA or equivalent)
• Independence and integrity

• Copy certificate of registration with accounting and auditing regulators

• Financial proposal:
• Indicating professional fees other expenses include tax service

Reporting Line

The auditor will report to the Country Director / Finance Manager of PNC.
