Job Summary

The Purchase Manager is responsible for planning, managing, and controlling all procurement activities related to road and bridge construction projects. This role ensures timely sourcing of materials, equipment, and services at competitive costs while maintaining quality standards and compliance with company policies and project requirements

Responsibilities and Duties
  •  Develop and implement procurement plans for road and bridge construction projects.
  • Source and purchase construction materials, equipment, spare parts, fuel, and related services.
  • Ensure timely delivery of materials to construction sites according to project schedules.
  • Prepare and issue purchase orders in line with approved budgets and procurement procedures.
  • Monitor material costs and support project teams in controlling procurement budgets.
  • Review quotations, conduct price comparisons, and recommend cost-saving initiatives.
  • Coordinate with Finance and Project teams for accurate cost allocation and payment processing.
  • Work closely with Site Managers and Project Managers to understand material requirements and timelines.
  • Support urgent or emergency site purchases when required.
  • Ensure purchased materials comply with project specifications, quality standards, and contractual requirements.
  • Ensure procurement activities comply with company policies and relevant local regulations.
  • Monitor inventory levels and minimize overstocking, shortages, and material wastage.
  • Coordinate with warehouse and site staff on stock control and record-keeping.
  • Maintain accurate procurement records, supplier lists, contracts, and price databases.
  • Prepare procurement reports, cost summaries, and support audit requirements
Qualifications and Skills
  • Bachelor’s degree in finance and accounting, Business Administration or related field.
  • At least 3 years of experience in purchasing position.
  • Experience with Road and Bridge Construction is preferred.
  • Negotiation skills, reporting, filing and recording skills.
  • Good connections and networks with various types of suppliers/vendors. 
  • Great deal of knowledge in pricing materials, tools and equipment mainly in real estate business.
  • Positive thinking, dynamic teamwork, self-motivation, time management, disciplinary, respectful, helpful, supportive, communicative, cooperative and result oriented.
  • Computer literacy in Microsoft Office (Word, Excel and PowerPoint), Outlook and Internet/Email.
  • Able to maintain high level of confidentiality.
  • Attention to detail and accuracy in numeracy.
  • Able to work under pressure with high responsibility.
  • Ehmer and English are acceptable.
