Objectives of the Assignment
The objectives of this video production are to:
- Highlight gender inequalities in access to education and employment, and how Passerelles Numériques addresses them, particularly through the support of the OIF-funded project
- Showcase women’s pathways from education to employment
- Feature authentic testimonials from students, alumni, and employers
- Produce high-quality videos suitable for donor reporting and communication
- Ensure alignment with
- OIF values and visibility requirements
Scope of Work
The consultant or video service provider will be responsible for:
- In consultation with project staff, the consultant will plan out the concept, story board, and script to produce three videos
- Filming interviews and contextual footage at agreed locations in Phnom Penh
- Editing three (3) testimonial videos according to approved concepts
- Integrating subtitles and basic motion graphics
- Delivering final videos and raw footage
- Ensure that the video productions are completed by the deadline.
Video Deliverables
Number and Format
- Number of videos: 3
- Duration: 2–3.5 minutes per video
- Format: Horizontal (16:9)
- Resolution: Full HD (minimum)
- Narration, translation and subtitles in Khmer, English.
Video Types (Mandatory)
- Female Student Testimonial
- A current female student sharing her learning experience and professional aspirations.
- Female Alumni Testimonial
- A female graduate highlighting her transition from education to employment.
- Female Business Leader Testimonial
- A female employer or manager sharing her perspective on skills, employability, and working with PNC graduates.
Note: All featured individuals must be girls or women, in line with OIF requirements.

- Subtitles must be clear, readable, and professionally formatted
Technical & Production Requirements
- High-quality video and audio recording
- Use of lapel or directional microphones for interviews
- Natural lighting or professional lighting adapted to the environment
- Simple motion graphics for names, titles, and statistics
- Respectful framing and portrayal of all participants
Deliverables
The consultant or service provider must deliver:
- 3 final edited videos (MP4 format)
- 3 short versions (30–45 seconds) adapted for social media
- All raw footage (video and audio)
- Subtitle files (SRT or embedded)
Timeline (Indicative)
This consultancy will commence as soon as possible, and the duration of the contract will be one month and a half from the start date. Specific duration will be stated in the service agreement once the consultancy is offered.
- Agreement sign: By 20 February, 2026
- Pre-production briefing: By 25 February 2026
- Filming period: By 9 March 2026
- First draft submission: By 15 March Final delivery: After incorporation of PNC feedback / Deadline: By 20 March 2026
Review & Approval Process
PNC will review all draft versions and provide consolidated feedback
Final videos must be approved by PNC prior to submission to OIF
Rights & Usage
PNC retains full and unlimited rights to use the final videos and raw footage for:
- Donor reporting and accountability
- Communication and advocacy
- Digital platforms, presentations, and events
Consultant fee
Consultant Service Provider is required to complete the Pricing Schedule in (Annex A) Or submit a quote document in their own format. All prices must be quoted in USD.
Required qualifications of the Consultant
PNC is looking for a consultant with the following qualifications:
- Experience in producing advocacy videos for NGOs, the private sector or the government.
- Exceptional videography skills.
- Excellent video editing skills.
- Ability to adhere to deadlines and flexibility.
- Highly effective team player.
- Good communication skills.
- Khmer speakers are an advantage.
