REQUEST FOR EXPRESSION OF INTEREST

Recruitment: Medical Equipment Specialist (National Individual Consultant, 1 position)

The Government of Kingdom of Cambodia has received a Loan of USD27 million and Grant USD5.55 million from Asian Development Bank toward the cost of Greater Mekong Subregion Border Areas Health Project. The project will improve access to quality health services for populations residing in and migrating across Banteay Meanchey Province in Cambodia's northwest, as a transit point for migrants departing to and returning from Thailand and a destination point for internal migrants seeking opportunities in the province's special economic zones (SEZs) and informal sector industries. The project will invest in new health facilities and equipment, expand the availability of clinical care and migrant-specific health services, improve the quality of the health workforce, and extend health-care-related financial protection to migrants.

The Ministry of Health, Greater Mekong Subregion Border Areas Health Project is recruiting a National individual consultant for the Position of Medical Equipment Specialist. The assignment is intermittent for 9 person-months.

Responsibilities and Duties

Expected Tasks

  • Review and summarize relevant guidelines and equipment standards applicable to the two project hospitals.
  • Identify and provide medical devices with regulatory standards and define their essential characteristics, materials, and performance criteria.
  • Prepare a comprehensive medical and non-medical equipment schedule for all major departments and newly renovated facilities, including bill of quantity, room-by-room lists, and distribution plans.
  • Collaborate with procurement specialists to prepare preliminary budget estimates and tender packages based on the equipment schedule.
  • Provide medical equipment-related provisional technical data to the architect/engineer and monitoring and evaluation consultant as needed during design development.
  • Participate in client/user discussions.
  • Prepare tender documents, including specifications for medical and non-medical equipment, tender conditions, incidental services, and logistic information for supply and installation.
  • Assist the EA in tendering, tender evaluation, and contract negotiations, including managing correspondence.
  • Attend regular site meetings to ensure all installation requirements are met during project implementation.
  • Assist in the testing and commissioning of medical equipment at the hospitals.
  • Coordinate medical equipment training programs for users and maintenance personnel.
  • Assist in preparing defects lists upon completion of testing and commissioning.
  • Assist the hospital in certifying all documents related to medical equipment and establishing handing over protocols.
  • Ensure all procured equipment complies with international quality, safety, and regulatory standards (CE, ISO, or equivalent).
  • Develop a basic preventive maintenance schedule and service contract framework for all key equipment to ensure sustainability.
  • Support the PMU in developing an asset management and inventory tracking system for medical and non-medical equipment.
  • Coordinate with the DDCS team to validate facility readiness (infrastructure, electrical, plumbing, air conditioning) prior to equipment installation, and assist in the integration of equipment into existing hospital operations and patient workflows.
  • Perform other tasks as may be requested by the Project Director/Coordinator.
Qualifications and Skills
  • The engineer will have a postgraduate degree in biomedical engineering, a doctor or pharmacist who is knowledgeable in medical equipment or related field;
  • Familiarity with industry standards
  • Understanding the different classes of medical devices
  • 10 years’ experience in hospitals, clinics, and specialized healthcare facilities, focused on maintaining, repairing, and calibrating medical equipment
  • Familiar with the health facility standards related to medical equipment, estimates and ADB procurement guidelines;
  • Knowledgeable on the preparation Bill of Quantities, specifications and providing input to the design team related to engineering services and space requirements;
  • Preparation of cost estimates;
  • Able to use computer (Microsoft office, internet and email);
  • Good interpersonal communication skills in English and Khmer;
